Central to the developmental local government is a commitment to work with the disadvantaged groups to find suitable solutions to their social, economic and material challenges. This includes, but not limited to HIV/AIDS, rights of people living with disabilities, rights of children and older persons. This commitment is derived from the Municipal Systems Act (32 of 2000) and other legislations.

The Council is charged with the responsibility to oversee the overall performance of the municipality, as required by the Constitution, the Municipal Finance Management Act (MFMA), Municipal Systems Act (MSA) and Municipal Structures Act.
